M1 subscriber received "Message Block State" error when sending MO

M1 subscriber received the following message upon sending MO to a CommzGate shortcode.
"Sender MSISDN which is in the request is in invalid state.(MSISDN may be in a Blocked State)". What may be the reason and is it normal?

An M1 subscriber received this SMS due to sender's number not passing M1's number status check. Although the number is valid, there was an intermittent connectivity issue on M1 side when this happened so it skipped their number status checking.
Users should escalate to M1 or CommzGate for further action.
